A spokesman for the agent of Lazio midfielder Dino Baggio says the Italy international was keen to join Chelsea over the summer.
He told calciomanager.it, "Dino Baggio would have happily joined Chelsea, but problems popped up that were out of our hands - despite the good will of the London club and Lazio.
"He cannot move to the Premiership in September because the transfer window only applies to the domestic market.
"But in January the Chelsea talks can be resumed."
He offered to pay 100 quid a match if allowed to sit on the bench, but, several agents objected on the grounds that it would make some of their players look greedy.

Dino may be a useful addition to the squad should we need to "rest" Manu Petit for a few games.
I heard that is was set to go through befre the transfer deadline but that it had to be approved by the creditors and they could bot get permission in time.
