Perhaps the question should be restated then to "Which World Cup increased the popularity of the game in the Unites States and made the most money?"

Put it here again, and I have no doubt that it will make tons of money, perhaps recordbreaking amounts.

Look.......... any World Cup with a 0-0 tie and PK's deciding the cup is not the best World Cup.

Well, you stole my thunder... Any WC ending on penalty kicks should be AUTOMATICALLY excluded. Also, any WC in which Italia is eliminated on penalty kicks (1990, 1994, 1998) should also be excluded. Any WC in which the best team (Spain, as difficult as it is for me to admit it...) and several other good teams are hamstrung as part of a FIFA plan to spread things around a bit (2002) should not be considered.

Best WC for ever was 1990 in Italy, the best fan activities and free buyed tickets.
1994 was not bad too, but to organized.

1994 was the greatest for me cuz i saw Roberto Baggio in full flight for Italy.

Gheorghe Hagi for Romania was spectacular (brilliant strike vs Colombia in first round)
Hristo Stoichkov for Bulgaria lead them to the semis and 4th place.

A Russian Shalkenov i believe scored 5 against Cameroon in a 6-1 game.

My first taste of football really, Great WC.
