there are a lot of good penalty taker but to me michael BALLACK,andreas BREHME and paul GASCOIGNE are greatest!you could feel they will never miss it and 100% sure though.

As for the best penalty-taker in the world: if you leave context aside, Jaime Moreno is not only clutch from the spot, but he also seems to always know when to take a chance at chipping the penalty and when to stick with a simple shot.
But I'd prefer to include the situation as a factor. So then, look at Zidane's penalty from the last World Cup final, and just ask yourself: who else would have had the balls to try that?
