Default The 2nd tier World Cup 2010 Finals

Let's see who is going to win the 2nd tier World Cup Finals. The qualification is based on the real World Cup

Host: Morocco(received the 2nd largest votes)

UEFA (13 slots)
4 Playoff losers + Norway
(8 best 3rd place teams)
Because one group has one team fewer than the others, matches against the sixth-placed team in each group are not included in this ranking. As a result, eight matches played by each team will count for the purposes of the second-placed table.

1) Russia
2) Ukraine
3) Ireland
4) Bosnia & Herzegovina
5) Norway
6) Sweden 12pts +3GD
7) Croatia 14 0
8) Finland 14 -1
9) Latvia 11 +1
10) Czech Republic 10 +1
11) Bulgaria 10 0
12) Austria 10 -3
13) Scotland 10 -5
Out: Turkey 9 -1

CAF (5 slots) 2nd place in each group
Gabon, Egypt, Tunisia, Benin, Burkina Faso

AFC:
Group A: Bahrain, Qatar
Group B: Iran, Saudi Arabia
Playoff: Uzbekistan vs UAE
Uzbekistan qualified for the playoff due to better 4th round record.

Oceania: New Caledonia
Uzbekistan beat New Caledonia

CONCACAF
Costa Rica, EL Salvador, T&T
Jamaica qualified for playoff because they had the best record of the 3rd place team in the 3rd round.

CONMEBOL
Ecuador, Colombia, Venezuela, Bolivia
Peru beat Jamaica for the last spot.

Seeds:
Morocco (Hosts), Russia, Ukraine, Sweden, Croatia, Czech Republic, Ecuador, Ireland (for 2002, I was really unsure about the 8th seeded team)

Pot 2: 7 UEFA
Pot 3: 5 CAF + 4 CONMEBOL (highest ranked team in a special pot?)
Pot 4: 3 CONCACAF + 5 AFC

Saudi Arabia perhaps? They quialified 4 straight WC Finals since 1994.

The seeds would probably be based on FIFA rankings if they conducted such a tournament.

Croatia, Russia, Czech Rep, Ukraine, Norway, Ecuador, Egypt (+ Morocco)

I think if we're doing this we should run the teams through the same formula as the seeds for the 2006 WC (same as what the pot predictions have been doing for the 'real' thing). Does anyone have a generator?

How do you distinguish teams which were eliminated in the same round (e.g. quarterfinals)?
Counting points/gd/etc from all previous matches? So a team with a 3-0-0 record is better than a team with a 2-0-1 record? How do you handle victories after extra time or penalty shoot-outs?

Is there an official or unofficial ranking of all 32 teams from the previous world cups?

Edit: Found it

Performance points from previous world cups.

1) Morocco 0
2) Russia 3.0
3) Ukraine 16.7
4) Ireland 7.0
5) Bosnia & Herzegovina 0
6) Norway 0
7) Sweden 19.3
8) Croatia 9.0
9) Finland 0
10) Latvia 0
11) Czech Republic 6.0
12) Bulgaria 0
13) Austria 0
14) Scotland 0
15) Gabon 0
16) Egypt 0
17) Tunisia 8.7
18) Benin 0
19) Burkina Faso 0
20) Bahrain 0
21) Qatar 0
22) Iran 5.3
23) Saudi Arabia 8.0
24) Uzbekistan 0
25) Costa Rica 8.3
26) EL Salvador 0
27) T&T 5.3
28) Ecuador 17.0
29) Colombia 0
30) Venezuela 0
31) Bolivia 0
32) Peru 0

How should we handle the ranking points? Best team of each year gets 32 points?
Then rankings would be much more important than previous world cup performances.
Or we should modify the performance points, so that for example Ukraine gets 32 points for its 2006 performance.

Doubling these points or halving Fifa ranking would be the way to go as we are in effect counting from 64 down to include 1st tier.
