Let's see who is going to win the 2nd tier World Cup Finals. The qualification is based on the real World Cup
Host: Morocco(received the 2nd largest votes)

4 Playoff losers + Norway
(8 best 3rd place teams)
Because one group has one team fewer than the others, matches against the sixth-placed team in each group are not included in this ranking. As a result, eight matches played by each team will count for the purposes of the second-placed table.

Jamaica qualified for playoff because they had the best record of the 3rd place team in the 3rd round.
CONMEBOL
Ecuador, Colombia, Venezuela, Bolivia
Peru beat Jamaica for the last spot.

Pot 2: 7 UEFA
Pot 3: 5 CAF + 4 CONMEBOL (highest ranked team in a special pot?)

The seeds would probably be based on FIFA rankings if they conducted such a tournament.

I think if we're doing this we should run the teams through the same formula as the seeds for the 2006 WC (same as what the pot predictions have been doing for the 'real' thing). Does anyone have a generator?

How do you distinguish teams which were eliminated in the same round (e.g. quarterfinals)?
Counting points/gd/etc from all previous matches? So a team with a 3-0-0 record is better than a team with a 2-0-1 record? How do you handle victories after extra time or penalty shoot-outs?
Is there an official or unofficial ranking of all 32 teams from the previous world cups?

Doubling these points or halving Fifa ranking would be the way to go as we are in effect counting from 64 down to include 1st tier.
