Default How to differ between goaldif or head-to-head tiebreakers in a table?

Hi,

i am programming a match calculator which finally provides me with the tables of
former wc qualifying cycles. as we know, the rules for tie-breakers change from time to time.

In earlier years it was plain:

1. Points overall
2. goal-diff over all
3. most goals scored in all matches

But then, the head-to-head became more popular

so like in the qualifiers for WC 2006 the following rule was implemented

1. points overall
2. head-to-head of teams equal on points
3. goal-dif
4. most goals scored in all matches

For example with this version, Croatia was ahead of Sweden in their 2006 qualifying group, but with the former tiebreaker set, Sweden would have finished first as their goal-dif has been larger than Croatias.

My question: How on earth can I programm sth like this?
I have the first version allready and I can define the tiebreakers, but it is difficult with this head-to-head comparisons, as you might also have three or four teams level on points.

Does someone has a routine for this?
