Bolivian football shamed by flying kick

Did I say shamed? I meant enriched, of course…
You can always rely on South American football to throw up a few vicious brawls, but this is something else:
This shocking series of incidents happened in Bolivia last Sunday during the "clasico cruceno" derby between Oriente Petrolero and Club Blooming. Both teams come from Santa Cruz, and both teams hate each other's stinking Bolivian guts, probably more than I can possibly imagine.
Officials from Petrolero have demanded that Blooming's Sergio Jauregui – the mentalist who almost decapitated Leonardo Medina with the throat-high flying kick you see near the end of the clip – be punished with a three-year suspension from football for the attack. Jauregei also faces criminal charges.

So what happened in between? Did #9 and the attacker both get sent off and they were both heading to the locker room when the attcker launched theflying kick?
