Besides seeing a revival of the US Cup with top rated invitees, I also would like to see a second tier division that includes teams from the 4 Federations other than USSF whose players are all US citizens. Namely, Puerto Rico, US Virgin Islands, Guam and American Samoa. After all, it is called the "US Cup".

Nope. You cannot swoop players who are cap-tied to a FIFA member federation. We would have to swoop before they are cap-tied. Chris Armas, please pick up a white courtesy phone.

Playing in a US Cup wouldn't cap tie anyone because the games would only be considered friendlies.

This would be a seriously good way to scout out good players. Didn't France get a certain somebody from Martinique this way?? :D

No one is cap-tied to Martinique - ever.

In a previous post I had suggested that the Gold Cups that don't have a confed cup on the line should be used to generate money and competitive matches for our hex teams.
So this would be my proposal...
1) Continental championship Gold Cup to be held early in the WC Cycle, only concacaf teams, and rotating host countries.
2) Fundraising/Tune up Gold Cup to be held in the hex year, Hex teams + top two semifinalist teams that did not reach the hex + 8 invite counties including WC Host maybe the OCEANA Winner etc...
