Dr. Richard Paez, coach of the Venezuelan national team. This guy is almost a national heroe in Venezuela.
Since Venezuela 1st WCQ in the 60s until about 1998 Venezuela won 2 games out of about 50.
Richard Paez came in, and Venezuela won 4 games in a row in the 2002WCQ, the 5th game was against Brazil in Brazil and believe or not, they celebrated that victory like maniacs because if they lost they had to play Australia to go to the WC.

Claudio Raneri .
Actually, I like him because he is always trying to find a way to better the squad and he rarely (ever?) goes off on one of those childish rants the way Wenger and Ferguson do. Those two need to grow up.
But.......seeing the success of each, maybe Claudio should start crying.

I always liked Klaus Toppmoller, because he looked kinda funny and smoked on the bench. I just thought that was funny. Plus, he made had a great quote about having little soccer balls in his blood instead of blood cells.

Alex Ferguson.
He'd already written his place in Scottish football history after what he achieved at Aberdeen (3 League Championships, 4 Scottish Cups, 1 Scottish League Cup, 1 European Cup Winners Cup, 1 European Super Cup) and managed Scotland at the World Cup Finals in 1986.
Then he went to Old Trafford and, despite struggling initially, the rest is history.
He did reasonably well at East Stirlingshire and also St Mirren too when he was beginning his career there.

Ahem, it is not "whose" as you wrote in the thread title but "who is" or "who's." I hope you discern the difference.
Anyway, my vote goes to Ottmar Hitzfeld.

Interestingly enough, Ernst Happel (your vote-getter) and Ottmar Hitzfeld (the person who gets my vote) are the only two coaches ever to have won the Champions League with two different teams.

Gus Hiddink
he brought Korea to the semi-finals
even though we didnt win the world cup in Korea
he brought tears of joy and hope for many Koreans, and certainly gave the Korean NT confidence afterwards...
my choice, Gus Hiddink

Bill Shankley is my favorite of all coaches. Turned Liverpool into european superpowers from the English 2nd Division. The simple passing game, rugged determination, pride, honor. Bill Shankly is Liverpool.
If you are looking for the most accolades. Ferguson is good, but you can't deny the best...
Bob Paisley [All Years With Liverpool]
1975-76 - League Champions, UEFA Cup
1976-77 - League Champions, European Cup, FA Cup finalists
1977-78 - European Cup, European Super Cup, League Cup finalists
1978-79 - League Champions
1979-80 - League Champions
1980-81 - European Cup, League Cup
1981-82 - League Champions, League Cup
1982-83 - League Champions, League Cup
Three European Cups in 5 years!!!
During Paisley's reign, Liverpool set an all-time record of 85 home games unbeaten, in all competitions. This run included 63 league matches, also a league record, and stretched over 3 years from January 1978 to January 1981.

Paisley's best Liverpool team against today's Real Madrid would have been quite a match.

Clemence would have held his own in goal, Dalglish would have made amazing runs. Souness would have absolutely dogged Zizou all afternoon.
Ronaldo would have been the x-factor. Even after the injuries and surgeries, Ronaldo is still the most raw football being ever. Speed, power, skill... but that's not a question of coaching.
So...
Real Madrid 2 Liverpool 1
Dalglish [18], Ronaldo [43], Ronaldo [74]
