First, I wouldn't call it "biggest thighs", it sounds pretty gay. How about "biggest legs".

actually for his size, I would say Ivan Ramiro Cordoba, hes a little guy but those things are like springs, but I agree Ronaldinho's are pretty big....

Roberto Carlos
He's already short to begin with, so the size of his thighs is accentuated by the fact that his legs aren't as long as most other players.

scroll to the bottom to the countries. they have a few pictures of indivdual players. i think it comes down to carlos and maldini, with the nod going to roberto carlos for having those Scott Steiner-esque "muscles on top of muscles" look.
before i read this thread, i had no idea ronaldinho had such powerful legs. he looks like such a beanpole out there.
i love that ronaldo picture, everything is a blur except his face, concentrating on the play. i think that about says it all.

I would have to say, that Ronaldo has slightly bigger legs then Roberto Carlos. However, those are definitely the top two in terms of leg mass.
