FIFA can do whatever they want to, the question is why would they want to?

^^ lol good question.

hmm.. how can we make a mickey-mouse tournament even more mickey-mouse? I'm sure FIFA ponders this question on a nightly basis.

At least the Confederation Cup serves some purpose, although a friendly tournament would serve exactly the same purpose. I believe that it originated when FIFA (or at least Blatter) were trying to get the World Cup held on a more regular basis. In the end they just settled for a warm up tournament to test the World Cup venues. The current format of a World Cup every 4 years and each Confederation organising their own Championships between world cups is sufficient IMO.

especially OFC nations don't have enough quality matches

they can play Confederations Cup before World Cup, & tournament after World Cup then...

The current Fifa confederations cup is compulsary for CONCACAF CAF AFC and OFC teams but it is the european and south american teams choice if they want to particepate.

why would get rid of south america and europe from it? hmmm seems a bit pointless
