The title pretty much is self explantory in my opinion the El Salvador league system
FESA is doing a wonderful job....However Clima and FESdfut and others (Clubs mangement, politics) have really let us down(Th salvadoran Public and The fans of football down).
why do i believe the state of el salvador domestic league and the national teams (outside of the mens senoir team) are in dire state
well
(a) Since the apetura and clasura system has been introduced (1998)....teams that have been demoted have become finacially ruined or are on the brink of bankruptcy
(Examples San salvador F.C., Indepiendete nacional 1906, santa clara, *El Roble, # Once Municipal, San Luis)
*Have changed Names
#Still exist
The rest have become defunct which is a shame for both san salvador f.c. (Champions in 2003) and indiependiente (in existence since the forties)
(b) Despite having arrances of young talented players, El Salvador has failed to qualify even once to U17 or u20 world cup
(C) Clubs spending large amount of money on foreign players that they can't afford or aren't worth it
which eventually when the money runs out the players leaves without a second thought and the other players have to take pay cuts or aren't paid for several weeks (and don't piss off because of something called loyalty...Examples san salvador and once municipal).
(D) the poor conditions of some staduims...the meaninig dosen't refer only to the structure or arctitcet ....I mean other things like secruity, drainage when it rains, lighting, picthes and others
(E) the lack of sponsorships or even a membership system in clubs of el salvador
(F) The lack of foreign interest excluding those who are salvadoran born or salvadoran parents even then hardly any avenue for them to support their club sides
If any one else has any other issues post them and when i have free time i will suggest way on improving the league

(G) The loss of good coaches due to finacial mismangement (Example Vladan Vicevic despite winninng aguila a title and bringing great player/ reaching the semifinal stage with chalatenango resigned due to the clubs not paying for the expense of bringing his family over)
(H) The finals series without the big four (Alianza,FAS, Aguila or Luis angel Firpo) ends up with poor attendance which brings down the finacial revenues availbl;e for the league to provide other clubs with finacial strife

You didn't post any new ideas to fix the ESA League, just list out the problems we already know.
To fix the league you need to attract new investment, just look at Costa Rica, C.D. Saprissa is owned by Jorge Vergara, do you know who he is? He owns Chivas and Chivas USA.
Did you know that Carlos Slim, one of the richest men in the world, owns Canal 12? Why not prepare a business plan where he could buy FAS, Firpo, or C.D. Aguila?
This is what I think should happen:
(1) All owners of future or current clubs are required to have 'x' amount of liquid assets. I don't know the amount but let's say 6-months of payroll.
(2) Put in place some form of salary cap or limitation on total salary to avoid over paying of foreign players and promote national players. This would be in place for the first 5-years after restructure.
(3) Reduce the limit of foregin players to only two (outside Central America) and two players from Central America, during any given time during a game.
(4) Eliminate the winter and summer breaks and allow the season to start in September and ending in May.
(5) The overall winner of the league would win a cup, then there would be a play off system for the top four teams, home and away, the winning clubs play a championship game for another cup
(6) create a tournament that would run in parallal to the league whereby 1st, 2nd, and 3rd division clubs play (this will allow affliations or scouts to look a younger players playing in much smaller clubs)
(7) Promote a combine that would take place in June / July where any players from FESA, local soccer schools, or players from the United States come try-out in front of scouts from these clubs
(8) relegation would be for the last two teams each years or if a team no longer meets its financial obligations.

First i have to list the problems before you shows the problem....your answer has some good pints I will list my answers to my problem when i get free time

Alright i have listed the problems in the previos post know i will place my ideas on fixing the league.
These are my suggestions on how the league of el salvador can be improved:
(1) The new league should start with 10 teams (Hopefully teams with reasonable Finacial and Fans support) and expand to 12 teams after 3 years....placing a restriction or salary caps for foreign players for the first five years of the league.
(2)El salvador league should make in-roads in new markets of media (Internet and foreign tv broadcast...so to gain new fans overseas and reunite those salvadorans who emigrated outside of el salvador to the beautiful game...and this allows the league to provide cash for those clubs in the primera division
(3) I know it sounds basic however due to the state of some club finacial state (remind them how to gain new fanfare and members)..example advertisments on clubs shirts, scoreboards, matchdays programs and even staduims,.
Clubs should promote football in their areas to acquire local sponsorship, build good relationship with their home supporters and also work hard in the grassroot level for the next generation of supporters (create activites day for school children and other events).
Clubs need to build Affilation to clubs around the world so they gain knowledge of the inner workings of other clubs outside of el salvador, Can provide both clubs with tranning facilities during the preseason, Allows the club to scout for salvadoran talent, Exchanges of players for loan or Transfer will benifit for the clubs, Easier to organise friendly matches between the clubs (extra revenue).
For clubs like FAS, Aguila, Luis Angel firpo or Alianza (should be 1st division sides in europe (Spain, denmark or Russia) american clubs oUSclubs).
For the other clubs should explore their options in (central america, Asia, africa and second divsion us clubs).
(4) Eliminate the winter and summer breaks and allow the season to start in September and ending in May (agree with gonzo magico on that part)
(5) try to bring foreign investors in the market for clubs (whether from the united states, europe or australia)
(6)The rule on foreign players should start as same as it know however after three years it should be 5 foreign players (Three have to be from central america/carribean and two can be anywhere else).
(7) After 5 years hopefully we can develop a youth league with 8 teams (age group can vary between 14 to 21).....and the coaches can be the next upcoming group
(8) In 7 years develop a woman's league with 6 team with hope of expansion
(9) The league should be smart in their scheduling of the season, when clubs are competing in an overseas...their should be bye weekend to provide the chance for club to achieve their atmost at a tournament
Their should be double headers with the big clubs, and large advertising for smaller teams playing against each other.
(10) Clubs should begin making merchandise products more cheaper so they can sell in mass product.

With a National team struggling to find players for competitions... I disagree on the amount of foreign players that there should be per team... I think 3 foreign players is good enough per team... there should be a rule where you cant line up more than 1 foreign player in the same position.

One of the biggest enemies of our soccer its been La Liga, people in little pueblitos and cantones dont support their local team, instead they stay at home watching barca and Messi.
So many bad things in our domestic league.
People in El Salvador is really violent, a lot of families wont go to the stadiums bc of the "desvergues" outside of the stadiums by drunk fans.
The administration of our futbol is really poor, a lot of Argentinos and Brazilians from 3rd division, we have completely ignore the central american market which we just to bring big tico and honduras names.
We still lack the appreciation of the Mexican and north american players when it comes to players and coaches, everything have to come from Argentina or Brazil...
Many other things.
