I am watching my son's team playing in the elite 8 of division 3 college soccer yesterday. During active play, his coach is screaming at the ref for a missed call. Ref whistles play, stops the time, and walks over and gives the coach a yellow card. Restart was a direct free kick for the opposing team.
1. Can you give a yellow card to a team official ?
2. Shouldn't the re-start have been a drop ball ? (As a corollary, what if the ball had been in offending coach's teams' box at the time of the whistle ? Would he have awarded a PK ?)

1) In NCAA rules, yes you can
2) It should have been restarted with an IFK

NCAA rules direct you to issue a yellow card to coaches, where appropriate.
If play is stopped solely for this reason, the restart should be an IFK from the location of the ball when play was stopped, taken by the team whose coach wasn't cautioned.
It is always important to remember that NCAA and FIFA are still quite different in a lot of regards.

2) If play was stopped solely to caution the coach, then I agree with mdref that an IFK is the correct restart. However, if play was stopped for a DFK foul, and the referee used that opportunity to deal with the coach, then play is restarted with a DFK.

Yes, in NFHS and NCAA you show cards to team officials.
The restart is an IFK. Just because I would prefer to assume the best of all referees, I bet he either signalled an IFK and you missed the signal, or forgot to raise his arm. Unless the restart directly resulted in an awarded goal, you shouldn't conclude it was a DFK.
