Ya que en Bigsoccer no se pueden editar los títulos transcurrido cierto tiempo, abrí este tópico para el Campeonato Sub20 que se jugará en Venezuela finalmente.
(malo para los nortinos que iban a viajar al sur de Perú a ver los partidos de Chile).

Venezuela será la sede del Sudamericano sub 20 en desmedro de Perú
El país caribeño aprovechará las instalaciones heredadas de la Copa América.

La Confederación Sudamericana de Fútbol (Conmebol) designó este viernes a Venezuela como sede del próximo Campeonato Sudamericano sub 20, que inicialmente debía realizarse en Perú entre el 16 de enero al 8 de febrero del 2009.
La designación de la Federación Venezolana de Fútbol (FVF) como anfitriona de la competición juvenil fue decretada durante la reunión del Comité de Urgencia de la Conmebol, en la localidad de Luque, aledaña a Asunción, según informaron a Efe fuentes del órgano rector del balompié regional.
La elección, que tenía además como postulantes a Bolivia, Paraguay y Uruguay, fue realizada un día después de que la Confederación informara sobre la reconsideración de la sede para la realización del Sudamericano sub 20, ante el conflicto entre la Federación Peruana (FPF) y el gobierno del país.
Venezuela fue nombrada en virtud de los estadios utilizados en la pasada Copa América 2007.
El torneo es clasificatorio para el Mundial de la categoría, a realizarse a mediados del próximo año en Egipto.
En el Grupo A de la competición estarán Paraguay, Brasil, Perú, Bolivia y Venezuela; mientras que en el B jugarán Argentina, Colombia, Ecuador, Chile y Uruguay.
Los tres mejores equipos de cada llave avanzan al hexagonal final, donde los cuatro primeros clasificados de esta fase decisiva obtendrán sus plazas para disputar el mundial de la categoría, que se disputará en Egipto entre el 25 de septiembre y el 10 de octubre del próximo año.

These were the groups in 05:
A: Argentina, Bolivia, Colombia, Peru, Venezuela
B: Brasil, Uruguay, Paraguay, Ecuador, Chile
These were the groups in 07:
A:Argentina, Colombia, Uruguay, Ecuador, Venezuela
B:Brazil, Paraguay, Chile, Bolivia, Peru
And these are the groups for 09:
A: Paraguay, Brasil, Perú, Bolivia and Venezuela;
B: Argentina, Colombia, Ecuador, Chile, Uruguay.
I agree with the implication of your question. Even though the groups obviously aren't "always the same", they never seem to drastically change.
However, when you look at how the groups are organized, it's hard not to realize how immensely difficult it would be to have completely different groups every time these U-20 Qualifiers take place.
There are plenty of reasons behind this.
As of now, nothing says that the Youth WC qualifiers will be run by a head-head system, so there will probably continue to be 2 groups.
Taking that into consideration, I assume it would be extremely weird if the 2 top seeds of those groups aren't always Brazil and Argentina.
On top of that, the remaining spots are still systematically ordered by past successes in u20 and u17 wc qualifications, in order to scant the probability of having all the "block 1" teams: (Paraguay, Uruguay, Chile and Colombia) all in one group as well as the "block 2" teams,( Ecuador, Bolivia, Peru and Venezuela) all in the same group. So unfortunately...as of now, it is highly unlikely that the groups won't continue to be "pretty damn similar".

The main idea is, Argentina and Brazil won't be in the same group, then the rest seems to have slight changes. Maybe they have an unreleased ranking for the youth national teams, or something.

but BS we never see Brazil, Argentina in teh same group.... what are our feds so scared about.... that one wont make it out?
the 2nd phase is another everyone vs everyone so why not let them fight it out
what happens if peru doesnt get to go because fifa bans htem from all competitions?

I think this is our biggest generation of players, even on paper they are playing on some big clubs outside Peru.
And the suspention is innevitable , FIFA already gave Peru and ultimatum till Monday to resolve the issues.

Y todo parece indicar que no habrá resolución así que es probable que Perú no participe. Es una lástima para su generación que en el papel tendría un equipo bastante interesante y con opción a clasificarse.

si saben que peru ya no es miembro de la FIFA no?
en todo caso, si no se arregla esto en menos de 2 semanas, parece que mejor seria ver tres triangulares, y a los 2 mejores de cada llave en un hexagonal

Grupo "A": Argentina, Ecuador, Colombia, Perú y Venezuela.
Grupo "B": Brasil, Paraguay, Chile, Bolivia y Uruguay.
En caso de que la FIFA mantenga la sanción a Perú el torneo tendrá obligada modificación, en cuyo caso sesionará el Comité de Urgencia.

si el peru fue castigado, que lo sea mas, porque de veras, no van a hacer nada, y que este hecho quede registrado para que otros paises no sean tan HUEVONES!
aunque no duela ver a la sub20 o la de mayores, esos HDP de el congreso, presidente de la FPF, IPD, periodistas y todos han hecho esto posible
