As soon as Portland secures funding to update PGE Park to Major League Soccer standards, the city has been promised it will be one of two of the league’s expansion sites

The day of the St. Louis stadium vote, the MLS president basically promised STL a team if the funding was approved. You can't put much stock in anything that MLS says.

Paulson told Logsdon (with the City) that Garber told him.
From your link, you can see that Paulson is backtracking - "but they unequivocably have not given a guarantee."
