Something to do with the agreement to build it specifiying only a certain number of capacity fixtures a year. Which are taken up by the rugby union fixtures they have planned. So if that sport were to disappear.....
Twickenham is rugby territory. The stadium is used by the English national team and matches that they have there. This easily explains why there are no soccer matches there.
Wembley is no sure thing either, given the articles published about it's building. Big reason why it seemed the English bid for 2006 did so poorly.
If they are desperate, there's always Millennium.

From what I been reading, everything that can go wrong has gone wrong. Have they got someone to help finance the upgardes.

I haven't argued that the US is going to host the WC in 2014. I have argued that Canada isn't. But if the US does bid, it will have a good chance of winning, 20 years or no 20 years. There is no rule requiring any length of time between hosting World Cups. Mexico hosted it twice in 16 years. The WC is returning to Germany after 32 years.

It's an unwritten rule.
Mexico was given '86 as an emergency replacement fro Columbia. The 2006 WC will be held in a United Germany, not West Germany.

I would rather see england pay for Brazil to host the world cup than see the americans get it after only 20 scince the last time the hosted the tournament. A wiser pick would be england. By the time 2014 roles around it would of been 48 years since the last time it was staged here. So England looks the wiser choice.
Financialy Europe is the better option for any world cup because of its size it would be easier for fans from countries such as Germany, France, Ireland, Sweden and other countries to get to England without much hassel.
America wont host the world cup again till 2034 happy waiting. It may seem like a long time but 2034 is only 40 years after you yanks had your last one.

4.5 spots (4 + 1 playoff against CONCACAF) is how many CONMEBOL has now so if CONMEBOL is considered to deserve the same amount of spots in World Cups 2010 and 2014, CONMEBOL should get 3.5 spots through qualifying for World Cup 2014. The CONMEBOL nation hosting World Cup 2014 is obviously expected to qualify for World Cup 2010.

Nah, they'll get 5.5 spots. You can bet your house on that.
CAF is getting 6 spots in 2010, so they'll probably go back down to 5 in 2014 while CONMEBOL gains that extra spot.

I agree that CAF won't get 6 teams in World Cup 2014, but the extra spot really should go to UEFA. And if CONCACAF performs poorly in World Cup 2010 maybe eliminate the playoff and give CONCACAF 3 and CONMEBOL 5 (including Brazil).
Edit: What's the most teams any confederation other than UEFA has gotten in any one World Cup?
