Owing to a hopeless addiction to useless information, I have figured out the following:
France and Spain have 4 teams left in the UEFA Cup. England, Greece, Italy, Norway and Russia have 3 each. Croatia, Denmark, Germany, Holland, Poland, Portugal, Romania and Turkey have two each. Austria, Bulgaria, the Czech Republic, Hungary, Israel, Scotland, Slovakia, Switzerland and Yugoslavia have a lone representitive. 'Crvena Zvedzda' is Serbian for 'Red Star'.

Since this addes up to 48, I gather that it's the 8 3rd place teams from the CL that join in the next round?

Owing to my hopeless addiction to useless information, I had already done the same review you had and had different answers. My revised (:))count is:

4 Teams: Spain and France

3 Teams: England, Greece, Italy, and Norway

2 Teams: Russia, Czech Rep., Croatia, Denmark, Germany, Holland, Poland, Portugal, Romania and Turkey

1 Team: Ukraine,Austria, Bulgaria, Hungary, Israel, Scotland, Slovakia, Switzerland and Yugoslavia.

Slovakia does not have a team advancing. Dnipro is from the Ukraine; Teplice and Slavia Praha are from the Czech Rep.
