I don't know of any. A spanish company tried to start something like that, but it was just too slow to be viable. I'm guessing it'll be years before it's viable.
I listen to matches over spanish radio stations that are have webcasts. I'm sure the bbc and uefa.com's websites have something like that. It's not the same at all, but during league games it's exciting because you're listening to several games at once. They'll be focusing on one game and suddenly a commentator from another game will cut in with "ˇˇˇGOOOOOOOOOOOOOOOOOOOOOOOL!!!"
It's my sunday morning spiritual fill-up for the week.

Well
most UK teams have free audio if you sign up and uefa.com has a channel that shows replays of every champions' league match for a $40 subscription

Just an addendum.
Most EPL teams have free audio but I think that is going to go be the wayside in the not too distant future. The World package is an option if you are interested English soccer, it costs about 50 bucks give or take 10.

The only way to see Uefa Cup highlight, generally, is to go to the individual club's site and look at the situation there, right?
