Yes, Horstmann said so, but it seems that Meier disagrees with him. Meier stated that the club didn't exceed its budget so far, and that this budget was to cover two transfer periods. In his opinion there's still room left to act in the second transfer period. (Sorry for my crude translation, but Meier's original statement is puzzling as well.)
His statement gave some people the impression that this money might as well be invested now (instead of in the winter break or whenever the "second transfer period" is supposed to be).
German tabloid "Express" is already spreading the rumour that the FC might want to sign Wolfsburg's Radu on a loan deal. Express is not a source to be trusted, though.

Trusted or not trusted - I'd take Radu. He'd be a good foil for Novagol, would have to be on loan I'm assuming.

Hopefully they have prepared fully for this opportunity and have the funds to strengthen the squad. I would rather have the team set now, and start off strong.

Can't write any match report, but I have good news anyway: According to Kicker (a reliable source), Köln and Wolfsburg are negotiating the transfer of Radu - Magath himself has confirmed as much. It seems that we want the player on a loan deal. Radu himself has also allegedly expressed his interest in playing for us.

If this deal won't ruin us financially, I'd be delighted to have Radu play for us. I'm not a big fan of Meier, but his transfers have been great this time around. As a recently promoted team, you can't ask for much more.

Hello Boys. Theres nothing new at the moment. The Cup game vs Niederauerbach was really nice to see. Not many bad passes and good rotation over the right wing. Brecko is a very good player. He can be used on manyold positions in offense as winger or in defense. Our defense will be a stronghold this season. Radu scored in his first goal in a test game. Nevertheless Wolfsburg will be a different caliber than Niederauerbach. If we go out with a 1-0 win or 0-0 i will be confident for the first game.
