Perhaps. The problem is what would South Africa do? Mexico would be the host and would therefore get an automatic qualification. But South Africa didn't qualify for the World Cup out of Africa having already been promised a qualification berth do to being the hosts what would happen then?
It would basically create a situation whereby host countries would be made to qualify too just in case the event had to be moved.

They shouldn't be even allowed to participate. Punishment for not being more careful in planning for the Cup.

South Africa are actually playing the qualifiers.
From wikipedia:
As the host nation, South Africa qualifies automatically. However, South Africa is the first host since 1934 to participate in World Cup qualifiers. This is because the CAF qualifiers will also serve as the qualifying tournament for the2010 African Cup of Nations, for which South Africa must qualify separately.http://en.wikipedia.org/wiki/2010_FIFA_World_Cup#Schedule

Are you saying its a good omen because Mexico might get the chance to automatically qualify? I can't imagine FIFA would just through out the qualifying results so late in the game.

No, it's good as in the same thing happened in 1986 with Mexico taking over since Columbia weren't able to host. That was the year Canada qualified. Now it's looking like the same could happen this time around.

I don't think that is what he is getting at either but I think we would have to get to the HEX before that would factor in.
