Curious about Lampard

I don't care whether Lampard goes or stays etc, but I'm curious about the transfer fee that is always mentioned; 8 million pounds or thereabouts.
This is clearly far below the numbers that one would expect for his level in the marketplace, so what are the other elements that must be involved? Anyone know?

well, he's just turned or is turning 30.

and i believe he has one year left on his contract, and therefore, he can leave for free next summer.

As per Jedi's reply. It's purely down to the fact he's down to the last year of his contract. In Jan 09 he can sign a pre contract with a new club and leave for free end of the season
