The table has Czech Republic and Turkey tied on 3 points, with 2 goals scored and 3 goals conceded each.

If the final game is a draw, there would be no difference in head-to-head record, goal difference, goals scored etc.

In that case, I'm sure this loophole should be used:

However, I haven't seen anything from UEFA to suggest that this would be the outcome, even though it describes exactly this situation.

Anyone know if this is correct, or not?

It does appear that if the Turkey - Czech game is tied, it will go into penalties. This seems very strange, but it's been confirmed on other web sites as well.

They would have used the UEFA coefficient or fair play ranking before a coin toss.

Yes, it is very unlikely that an UEFA run tournament would go to a coin toss, since they as you said have UEFA coefficient (and it is highly unlikely that two teams have the same) and just for god measure fair-play ranking in the tournament before falling back on the infamous coin toss.

I'm not a big fan of PKs, but they are better than UEFA coefficient or fair play ranking. Especially UEFA coefficient -- one team would know going in that they were ahead, and could play for a draw. Now, if you play for a draw, it's 50-50.

Should be a good match. Like the knock-out round, but without extra time.
