I guess his U.S. Cap vs. Norway in 2006 no longer counts as it was a 'B' Level friendly.
Does anyone know how he is eligible for Canada?

According to Wikipedia, he "qualifies for Canadian citizenship"
Is that enough, according to FIFA? I would have thought you needed citizenship to qualify to play for a national team.

That's what I'm trying to find out. His qualification for Citizenship, is it through a parent, because that would allow him to play for Canada even without citizenship.

According to them, it is a tenuous connection at best. I guess the CAS feels they can get him through or this is a stretch.

Wrong. This is like how Jeff Cunningham played in a friendly for Jamaica, then played for the US a few years later.

If he's too far making the top squad for Nigeria or the US he likely would be.

Any word as to why Ugo didn't make the gameday roster? Was he found to be ineligible or did Canada just not want to take the chance?

He was probably chosen to get used to the players and coaching staff.
If they selected him for this game, he will probably selected for the next and probably be subbed in.

As a Rapids fan I have to ask why he travelled though. Canada reportedly travelled 19 instead of the usual 18 because of concerns about his eligibility. If he wasn't going to play, why not send him back to his team (Which happened to be in Toronto) instead of dragging him to the game? We've seen National Teams work with MLS this way in the past.

No but he wa on the bench as part of the game day roster, so he may have been used depending on the situation.
Ihemelu didn't even suit up for Canada.

Canada has a three-goal lead in the two-match series of Stage II of the 2010 FIFA World Cup South Africa™ Qualifiers. Canada is in a good position to secure advancement this Friday 20 June at Stade Saputo in Montréal, QC.
Tickets to this Friday’s match are still available to the general public. Tickets are available through Admission (admission.com or 514.790.1245). The 20 June match - the first-ever FIFA World Cup Qualifiers™ match to be hosted by Montréal - kicks off at 19.30 ET.
Canada will spend Monday traveling before resuming training on Tuesday 17 June. Canada will train Tuesday, Wednesday and Thursday in Montréal. For fans unable to attend the Friday 20 June match, the match will be broadcast live on Sportsnet West (television) and THE TEAM 990 (radio AM 990 and internet team990.com). The match will also be replayed on Sportsnest Pacific, Sportsnet Ontario and Sportsnet East

The Canadian men are currently ranked fourth in CONCACAF based on the most recent FIFA/Coca-Cola World Rankings. Canada also had a top-four finish at last year’s CONCACAF Gold Cup by reaching the semi-final.

So, what about "Stage III" Qualifying - the four team competitions of the next round? This is odd wording as it doesn't categorically refute Ugo's eligibility for Canada. Any further word?
