So what happens if the Czechs and Turks draw? Their records and goal difference would be identical. Would they go to a penalty shootout?

They have qualified to the next round but have not secured first place yet. Unless they lose 4-0 to Switzerland or the other two teams only draw, Portugal stays in first place.
Goal difference is NOT the first tiebreak in the EUROs. Head-on matchups are the first tiebreak followed by goal difference, then goals scored. (I think)

So, Turkey with 2 goals for, 3 against. Czechs with 2 goals for, 3 against. So according to the tiebreaker rules (see here: http://www.livescore.com/euro.dll?page=rules), if they draw, they go to penalties to decide who goes to the next round. I had no idea that was even a rule. I don't think it's ever happened before. Penalties in the first round?!?

Yepper, also if the Czech-Turkey match ends in a tie they go straight to PK's, no
extra time

Apparently. That would be historic. And crazy. Better than drawing lots, though, I guess.

Should two teams from the same group finish with an equal number of points, they will be ranked based on the following criteria:

Number of points earned in matches between the teams in question;
Goal difference in matches between the teams in question (in cases where there are more than two teams equal on points);
Goals scored in matches between the teams in question (in cases where there are more than two teams equal on points);
Goal difference in all group matches;
Goals scored in all group matches;
In cases where exactly two teams are equal in all previously listed critera and play one another to a draw in their final group match, kicks from the penalty mark (http://en.wikipedia.org/wiki/Penalty_shootout_%28association_football%29) will be conducted in lieu of the remaining criteria;
The number of points obtained by the teams in question divided by the number of matches played in the qualifying competitions for the 2006 FIFA World Cup (http://en.wikipedia.org/wiki/2006_FIFA_World_Cup) and Euro 2008;
Fair play conduct of the teams in the group stage;
Drawing of lots.
