Dortmund is out of the CL and out of 15 million Euros. The current line up is under acheiving. They are trying to have pay cuts to make up for the loss in money.
Rosicky is already speculating that he might be sold:

Such a thing might be good for Dortmund. I personally think that Rosicky is a wonderfully talented player, but that he is overrated. He seems to dissapear for long periods of time and during many games. His stature in Europe is very high, so he would fetch a lot of money on the transfer market. Then, they could also let Amaroso go, who has had problems with management in the past and would also fetch some som good money. Then these guys could be replaced with young German players, either in the Borussia youth system or transfers from other BL teams.
The BL is already at 60% foreign players. So with the financial problems of many BL teams, it is time to sell some of the expensive foreign talent and replace with talented young German players. This has been a successful formula for Stuttgart (building with young players). Dortmund is a prime candidate to do the same.
