Mikel arteta has not been called up by Aragones so its not suprise and joaquin isnt doing all that great, Diego capel is a young player but still needs more time to be called up and for Sagna its the same

It's not a list about "surprises", it's about top players who could go for each country. It's similar the situation of Raúl for example, who everybody knew Aragonés wasn't going to call him, but I think he's yet a "not called top player".
It's true about Joaquín, he isn't in his best moment as his team, but his talent is ever mentioned by the possibility to exploit in a big tournament as the Euro, and Capel seemed to be a good possibility in their squad.
I think Sagna would be easily the starting right-back of France over Sagnol and Clerc.

I disagree in the matter of sagna instead of sagnol as he's the only dangerous wingback we have with his long accurate crossings; plus he's a real team leader
but you're right about clerc, sagna is way better than him, so is lassana diarra even if it's not his best position on the field
in any case sagna is merely coming back from injury and domenech didn't think he'd be fit in June :(

Not in the same class as an Inzahgi and Trezeguet but I think Van Bommel will be missed by us. We lack his toughness

You can add Ivica Križanac for Croatia. He was one of the key men of this year's Zenit's success but is not with the team because the coach does not like the idea of suddenly involving a player who was not a part of the squad which cruised through the qualifiers.
Bilić said that Križanac is in his plans for WC qualifiers, though.
