Can't get into safe mode

So I can get to the startup screen with the different options and the countdown timer, but when I press the up button on the keyboard to select "Safe Mode", nothing actually happens.

It recognizes that the "F Lock" key is being pressed, but it doesn't seem to recognize any other keys.

Any ideas?

Do you have a fancy keyboard? Wireless, connected by USB, anything like that?
