The OCC has been cancelled for 2008.

The CSL has suspended the competition for this year to give itself a chance to review things with the arrival of the new Canada Cup.
I'm somewhat surprised since it wasn't like the big three teams were participating in the OCC anyway. Maybe the CSL had been hoping to change that and has now decided it isn't going to happen.
While the statement says they may start up again in 2009 I'm skeptical. With the CC now in place the OCC is overshadowed (where it had previously just been mainly ignored - its a fine distinction, I know).
I had hoped that the CSA would have used an expanded OCC for the new CCL qualifying. I recognize the potential scheduling issues and the fact that it will really come down to the big three anyway but a true open cup for Canada would be a lot of fun.

I wouldn't mind seeing the OCC come back in a few years with the winner joining TFC, Montreal and Vancouver for future Canada Cups.

Until you get situations with Montreal's reserve team qualifying.
Or even TOFC's new academy(they are in the CSL, yes?).

Why would this be a problem? In the extremely unlikely event that it actually occurred, the team would have won the right to be there fair and square. That's what an open cup is all about.

Hey, I'm sending down a couple of my stars, for "conditioning". Start them against TOFC and Vancouver and you are in the front of the line to be the next Impact manager.

I'm assuming (although maybe I shouldn't since the CSA is involved) that the competition will "cup" players for the event. In that case your scenario would only be viable if the Impact wanted to gut their own roster to support TR.
Besides, I seriously doubt that even a fortified TR would have much of a chance of beating out all of the big three to become Canada's CCL representative.
The best the Impact could hope for, if they were allowed to carry out your deviously clever scheme, would be to increase the chances of the Impact winning. Of course, TFC and Vancouver could play similar games with their academy teams but I think this whole scenario started far enough away from reality without bringing that into it.

It's also assuming TR beats the likes of Toronto Croatia and Serbia White Eagles who have dominated CSL-level teams for a few years now.

Did you see the results TR had against those teams?
In their first year?
They were the Anti-TOFC.

TR finished 2nd in the National Division whereas Toronto Croatia have been the finalists for the past two CSL championships and there is no reason to suspect that the same won't hold true yet again. Toronto Croatia also won an international tournament last year held in Croatia for 'Croatian' teams from other nations beating teams from Austria, Germany, Australia, United States and France. Toronto Croatia (as Metros Croatia) is the team that won an NASL title in 1976 led by All-Time great Eusébio. Simply put, until they can prove otherwise TR is nowhere near the level Toronto Croatia is.
