Can't say I fully understand this one, but if the Prem gets another spot that could only help us, right? Still a lot of work to do...

In the premier league, 1st-4th place teams get a Champions League place, while only the 5th place team gets a UEFA Cup place.
Of course, the cup winner usually ends up finishing in the top 4, so extra UEFA Cup spots open up for 6th and 7th place teams. But qualifying directly from the league, only one UEFA Cup spot is available while there are four CL spots. This is a skewed format that obviously makes no sense.
Three CL spots and three UEFA Cup spots seems much more balanced. No way should any league send four teams to the CL.

I read this article to say that the winners of this "fair play" award receive another UEFA cup spot -- in EPLs case, in addition to the three they already have...
(assuming the cup winners are in the top 4)

I believe it's up to the English FA how the 3 UEFA spots are determined. IMO it's right to give them to Cup winners, to add to the prestige of those competitions. Imagine the Carling without the possibility of Europe.
This extra spot for England has nothing to do with league position, it is for the winner of the EPL fair play league (or the highest placed team in the fair play league that has not otherwise qualified for Europe).
Here's the most current fair play rankings, http://www.premierleague.com/page/FairPlayTable/0,,12306,00.html
we're in 3rd but we've probably dropped since then after getting some red cards.
We've applied for Intertoto as well.

So If one and two are qualified for Europe does it go to three?

Actually we are second equal in the fair play league with Everton and so we with a shot with either the league cup or the fair play league. Liverpool and Man City are fighting for the 5th place spot and the fairplay spot as well as Everton on tender points in 4th place and matching us in fairplay.
I think we should focus more on winning the league cup to get into UEFA Cup, rather than fairplay.
BTW EPL gets to send 4 teams along with Italian Series A and Spanish La Liga to the CL because they are clearly the three highly rated football league in UEFA by a big gap.
I like the fact that the fairplay winners or the next in line if they are in the top 5 league places. It sets a tone for greater footballing skill and sportsmanship. If fairplay spot is awarded by UEFA then the top fairplay team in the national league should have the spot. It is always good to present the best side of sportsmanship for foreign teams to see.
