Full-screen crosshair pointer

Does anyone know a way to change the mouse pointer icon to a full-screen crosshair pointer? The JavaScript webpage below can do it, but only within a browser window. I want it to be the default mouse icon across multiple applications, as I sometimes have to compare similar looking files that open in different programs. Thanks in advance.
