What were the reasons why the 1986 World Cup was taken away from Colombia?

I seem to remember there being some question of security, too: namely, their inability to provide it for visitors. But I might be wrong.

I'm amazed that they choose the 1986 host in 1974. A lot can happen in 12 years, especially in South America.
