If we can add a playmaking midfielder that likes to play centrally and maybe a good solid left back so Norkus can move up into the attack, we're going to be a strong side.

I don't know why the team hasn't announced it yet, the ink had all weekend to dry. Although, they may have to wait for his player certificate to be transferred from the Charlotte Eagles or some other bureaucratic delays in the process.

USL teams often spread out their player signing news to maximize the press coverage they get.

The team has to wait for contracts to be approved by USL and US Soccer before announcing a signing

I have seen it take a month from signing to announcement. It is a very slow process. The club has to send the paperwork to Headquarters and wait for approval.

And there's probably one person in the office that handles all player transfers for all teams and leagues.

My wife and Jacob's wife are childhood friends, so I had a good inside source.
Jacob and the RailHawks had been talking since the end of the season. Caleb Norkus and Jacob are good friends who had played together before and Caleb lobbied hard to get Jacob to come here.
I think part of it is also Jacob has pretty much proved he can dominate D2 when healthy, so he wants to take a shot at the next level while he has the opportunity.

That's almost as good as my second source. It's amazing the people you can find on Facebook and send email to if you look hard enough :)
