Well, you seem to be defining 'fan' as someone who once watched a game ten years ago, and can name one of their players.

There is no criteria to define if someone is a "real" fan or not.
The researchers just ask people what team they support and that's it.

That would mean there are 170 million football fans in Brazil, which is nearly the entire population. I refuse to believe that.

That's very close to the truth.
A small percentage of the population would answer this kind of poll with "I support no one." Or "I only support the national team".

What would be another way to do it? Ask for club membership? Ask if the person has a jersey?

A few guesses for Wales (population - 2.9mill) using the weak definition of a fan used throughout this thread:
Man Utd - 700,000
Liverpool - 600,000
Chelsea - 250,000
Arsenal - 150,000
Cardiff - 60,000
Swansea - 50,000
Everton - 30,000
Wrexham - 15,000
I'm probably way, way off, mind.

That's massive. But how many of those are actually active supporters who go to the games?
This season they are getting crowds from 40k to 80k at Maracana.
Brazil is a huge country, so we can't just count the local supporters as real fans.
