Talking Points
1. United has kept their promises to the community - the soccer academy, involving the community in their plans, follow through with the job training, affordable housing, minority investment and Fredrick Douglass gardens.
2. The stadium will be privately financed AND United is offering to purchase the rest of the land at fair market value - there is no giveaway.
3. United is asking for the city to invest in the infrastructure of Poplar Point - the city owes it to Anacostia to make these investments (they don't bat an eye west of the river - an example being the lowering of the Douglass Bridge for the stadium district). If the land was divided among many developers, the city would be on the hook for infrastructure anyway.
4. The best choice for the city is the United plan. The United development plan spreads the parkland throughout the development and increases the density of development. This satisfies the statutory requirements while also getting more tax revenue for the city and more jobs and retail/restaurants for Ward 8.
5. Finally, the underlying purpose of the land swap was to expand the District's tax base. The United plan does this while also working for the community and the District.
