can someone explain how the qualifying groups are drawn?

Group 3
Montenegro
England
Republic of Ireland
Portugal
Bulgaria

Group 6
Slovenia
Finland
Scotland
Lithuania
Denmark

doesnt seem very even....from neutral point of view of course....

The seedings are based on PPG in the last two qualifying competitions: 2006/2007 EURO U21 and 2004/2006 EURO U21.
