English referees plan a radical change to the Laws of the Game that would mean players who foul opponents are told to wait on the touchline until the injured player is fit to carry on.
....
... It would not apply to all fouls; the offence must be deemed worthy of a yellow card before the perpetrator is ordered to stay off until the injured party returns.

The original link still works, but BS truncates it a bit differently this time, so let's try again!

I like the rule in principle, but it seems that it would only encourage faking injuries and embellishment. If I'm playing against Ronaldinho and he breathes on me, I'm going down and taking him with me. That's a good trade for my team.

But also note the article talks about Blatt's idea of a player staying out for 5 minutes if they need to be taken from the field, stopping the "magic spray" rebound. It also speaks of stopping the "kick the ball past the touch line" for injuries.
I don't know enough about what the FA's investigation is to make a decision as to if these should be implemented or not, however, it would make the referee's job more difficult to figure out the 5 minute rule.
Also, the "ronaldinho breathing" stuff wouldn't apply because they state it would have to be a cautionable offense...
So there is some merit, however I would like to see the Advice to Referees on how to implement... (and I know this would be YEARS off, just making an observation)

I still don't see what was wrong with the old system, whereby if a caution was issued, the player fouled who received treatment didn't have to leave the FOP. I don't think the current approach has stopped players feigning injuries any more than before it. Instead, it's just become a joke, as players go off, only to be waved straight back on, making it completely pointless.
