From what i recall at the time, Mayor Slay was on board with the idea, but could not find a way to make it feasable/sell in to the city, etc. He did not flat out say no, as some other communities did, they just couldn't come together on the money. Building in the city would have likely been more expensive, and needed more public aid. When they started talking money, either Slay balked at how much would be needed, or could not get the support it needed. But i believe they even had a few potential stadium sites agreed on.
