Ok, this was discussed in 2004 and further searches have not produced any questions. Looking through all the documents I have (National emails, memo, State emails, Procedures, ATR, LOTG) I still have dificulties.

What is the correct restart when an official notes that there are more people on the pitch than should be, what is the restart.

I thought it would be IFK to deffender (as in past) but with the 2004 LOTG it appears that its a dropped ball all the time, even if the ball is out of play. Just wanted input prior to being assed by a national assessor.

The above link talks about it, but no real formal conclusions were made.

Any advice appreciated as always...;)

2004?
USSF has the new 2007/2008 LOTG on their website.

Not a dropped ball, but an indirect kick. But, ONLY IF the referee stops the game for too many players.

If the ball is already out of play (throw in), then the restart is what ever it was going to be anyway, (throw in).

Law 3 was changed in 2006 to require an IFK restart if a subsitute enters the field of play without the referee's permission. Previously it was a dropped ball restart.

This is shown in my 2005/2006 Law book with a vertical bar so to the side of the text so that is when the change was made.

My understanding is that, in addition to a caution, the turnover is to punish the offender's team and not the sub alone.
