First to the ball?

While watching parts of the Copa America final, I heard one of the announcers say something along the lines of "FIFA is considering adopting 'first to the ball' " as it pertains to offside.

Can anyone shed some light on what this means and what kind of changes it would entail?

Being that it came from announcers, it could mean anything or nothing. The Law changes for this year are done. Don't worry about it.
