I'm surprised no one else has posted about it yet.

What I'm surprised about is the deletion of the Q&A. There's an expanded "Additional Instructions and Guideline" section. Some of the more seasoned refs may be used to FIFA revising the format of the publication, but it took me by surprise.

thanks for the heads-up; didn't realize the '07-'08 LOTG were available. I haven't been able to find/navigate to hardly any of the laws-related stuff since FIFA redesigned its site. How did you find the new LOTG?
The 'additional instructions and guidelines' section looks good at first glance. Significantly expanded, plus some drawings/diagrams/pictures to illustrate some key points (SFP, for example).
I still hope that the Q&A are alive, just hard to find or new version not posted yet, etc.

Q&A will be dropped by FIFA. The enlarged Additional Instructions and Guidelines section will replace it. Not a bad move in my opinion - Q&A often had a narrow answer to one particular question, but didn't help anyone when the situation was similar but not exact. This also stops the year-to-year flip-flop, when an answer changes from "Yes" to "No" without any explanation or further discussion on the principle involved.
Now for USSF. Unless some minds are changed, there is no intent by the powers that be to include the AI&G section in the Laws of the Game booklet published by USSF. The rationale is that since USSF didn't distribute Q&A, they don't need to distribute AI&G.

I know the FIFA Q&A was limited in scope because it posed specific questions with specific answers, but I liked it for that very reason. General guidance/advice is good, but so are specific answers to specific scenarios.
Where are you hearing that about USSF? Just curious. Regarding the 'Additional Instructions' in past versions of the USSF-produces LOTG...didn't this info borrow/copy heavily from FIFA? Glance at the 2007-08 FIFA 'additional guidance' seems to have a LOT of the same stuff that was in the back of prior U.S. versions of the LOTG.

How did you find the new LOTG?
It was forwarded to me by a co-instructor. I tried to find it on FIFA site, but couldn't.

This is a serious error by FIFA to build a website on which it is nearly impossible for people to find the information that is contained on the site.
