UEFA's teams at the U-20 WC are actually qualifiers from the U-19 tournament. UEFA's U-21 tournament is also used as an Olympic Qualifying tournament.

different countries have different feeder teams- so for example england, germany, netherlands and Italy all use the U-21 team as their national team feeder teams, but teams like Spain, Mexico, Argentina, Brazil and of course Canada use the u-20 team for a national team feeder team, so different tournaments mean different things to different teams if that makes sence

A number of big countries were eliminated in the qualifying rounds. For instance France was eliminated by Israel, and thus a big favourite for the title went down the drain.
