I know how it works for teams in the same group :

ART. 5

In Case of Draws

1. If two teams are equal at the end of the first stage, in order to determine first and second places, and best teams among those ranked third, the following criteria will be followed:

1.1 Greater number of points obtained.

1.2 Team with best goal difference. This difference is obtained by subtracting goals conceded from goals scored.

1.3 If there is no goal difference, the team that will qualify will be the one with greater number of goals scored.

1.4 If two teams are still equal, the one that will qualify will be the winner of their head-to-head match.

1.5 If qualification cannot be defined after the successive application of the regulation, the drawing of lots in the presence of representatives of the respective institutions will take place.

1.6 If two teams are equal before they play the last match of their respective group, and if the equality still persists after applying all the criteria described in items 1.1, 1.2, 1.3 e 1.4 successively, the result will be defined in compliance with the execution of the maximum penalties, as determined in the regulations of FIFA.

But what about in Copa,where 2 best 3rd placed teams make the knockout stage ? What are the tie breakers,if two 3rd place teams have the same amount of points ?

goal differential, goals in favor, head-to-head result, sorteo (in that order)
ARTÍCULO 5
Empates

1. En caso de empates al término de la primera etapa, la clasificación de los
equipos se resolverá por los procedimientos siguientes:

1.1 Por el número de puntos obtenidos.

1.2 A favor del equipo con mejor diferencia de goles a su favor. La diferencia de
goles se obtiene, restando de los goles marcados, los goles recibidos.

1.3 Si no hubiere diferencia de goles, se clasificará el equipo que haya marcado
mayor cantidad de goles.

1.4 Si el empate fuera entre dos equipos, y aún se mantuviese la igualdad, se
reputará vencedor a quien lo haya hecho en el partido jugado entre ellos.

1.5 Si no se lograse la definición luego de la aplicación sucesiva de las
precedentes disposiciones, se realizará un sorteo entre los equipos igualados. El
sorteo se practicará en presencia de los representantes de las respectivas
instituciones

But what about in Copa,where 2 best 3rd placed teams make the knockout stage ? What are the tie breakers,if two 3rd place teams have the same amount of points ?

What does 1.6 mean?

What does 1.6 mean?The way I read this would be as follows.

Say Argentina and Paraguay both enter their match with each other having scored seven goals and allowed one. These two teams are now inseparable if they draw, because they will both have the same goal difference, and will have both scored the same number of goals. What they might do is extend to extra time to break the tie, or skip extra time and go for PKs.

The way I read this would be as follows.

Say Argentina and Paraguay both enter their match with each other having scored seven goals and allowed one. These two teams are now inseparable if they draw, because they will both have the same goal difference, and will have both scored the same number of goals. What they might do is extend to extra time to break the tie, or skip extra time and go for PKs.

Skip extra time and go for the PKs. You are not allowed to play ET during group stage. There is also the possibility that ET will eliminate or advance one of the teams in favor of a third team. The purpose here is only to break the tie.
