Quite some years back there I read about a special you could do, during the season. It was a VIP package that included a tour of Highbury, lunch in the club restaurant and ticket to a game for $165. Whether that still exists and how things operate off season I don't know?
Your best bet is the Highbury box office - 01144-207-704-4040. Eastern time you need to call week days between 4am and 1pm!

The club offer stadium tours at the bargain price of Adults £4 & £2 concessions, places for which must be booked in advance. The tour which is available on most weekdays, also includes a visit to the Arsenal Museum in the North Bank Stand. It is advisable that you book well in advance of your visit. To book a place call the club on 020-7704-4100.
The museum can be visited separately, but it is only open to those not on a stadium tour on Fridays (9.30am-4pm) and matchdays. The cost of entry to the museum is Adults £2 & £1 concessions.

I was at Highbury just two weeks ago trying to do the same thing and you NEED advance reservations, I didn't get them and took a nice tour around the outside of the stadium, but couldn't get in.
