I live in the Chicago area, and they show Italian programming every Sunday morning, which includes soccer. on my local cable outlet. Not sure how it works anywhere else, but the programming comes on my cable access station.
If you are looking to get international, I suggest seeing if your cable company offers Fox Sports World. They show quite a bit English, Italian, and German leagues.
As for Spanish, they have Telemundo that televises soccer, but I think its only in Mexico. Not sure if they televise Spain or not.

you need to call your local cable companies to see if they have Fox Sports World, which carries some English games and may carry Italian league this year. You are out of luck for Spanish league, nobody has the rights in the US. If your cable company does not carry FSW then get a small dish system like Direct or Dish TV.
