As an American, I would like to know one thing about English football. For an English club, what is the ranking order of most desirable to win in any season and why: the FA Cup, the Premiership, the Carling Cup, and the Champions League?

I think you're right, although quite a few clubs might put the Premiership above the Champions League from time to time e.g. Liverpool at the moment.

Why is the Premiership more valuable than the CL?
Bragging rights in Europe vs. bragging rights in England.

Well, it's because Europe is a shithole, the FA Cup was this years biggest prize, after the league.

Why is the Premiership more valuable than the CL?
Because it takes consistancy over 38 games to win the Premiership. If you get a favourable group draw (especially if you are seeded) then you only have to play well in around half a dozen games in the second half of the season to have s shot at winning the Champions League.

Premiership

League Cup
Correct. As lanman stated, winning over 38 games is a far greater indicator of quality and it gives you bragging rights over your direct rivals. The league always come first. If the CL was that important then other sides would chose to throw the league like Liverpool. They got to two finals winning one but so what? No-one else in the UK cared because the league is always the priority.

Bragging rights in Europe vs. bragging rights in England.Because a lot of fans like to get the bragging rights over other english clubs. Plus Champions League is a cup that anyone can win, a league is over 38 games and you have to be very consistant to win it.

Hhmmm. Very interesting. I've never been to a CL game before I just figured since a lot of players give reasons of moving to clubs like Tottenham, Villa, Everton, they say it's because they want to play European football I thought that same idea transferred over to the fans as well.

European football certainly has a draw for players. They get to test themselves against different footballing styles and, in the case of the Champions League, the best sides around on a semi-regular basis. It also adds to a players exposure and proving they can perform in European compeition may get them a move to one of the elite clubs.

As Liverpool have found out, winning the European Champions League is easier than winning the Premiership these days.

I don't see how that's possible.
In each competition, there can only be one winner per season.
The EPL involves 20 clubs.
The CL involves... what... 50 clubs? 32 from the group stage.
The EPL is easier for clubs like Manchester United and Chelsea to win than the CL, because of their financial dominance. For a club that loses a chance for the EPL early in the season, like Liverpool or Arsenal, it might be easier for them because they don't have to try as hard in their league matches.
Clubs like Chelsea don't try so hard in the league matches because the league is necessarily more important -- they try harder than Liverpool (or AC Milan this season) because it makes more sense to try to win both rather than just one of them. Clubs like Liverpool don't intentionally play badly early in the EPL season just so they can focus on the CL --- that assertion by some of the trolls here is simply rediculous.
The main reason why English like the league so much over the CL is because they're insular (kind of like Americans). If it was just the 'luck' factor of a cup competition, then the FA Cup wouldn't be rated so highly by some fans. Though the cultural attitude towards having a 'proper champion', and the cultural attitude towards 'luck', is a notable factor on how these competitions are compared.

I think the Premiership/Champions League are pretty much equal.
The League does show consistency over the long haul of the season, but the CL does bring the best clubs in the game and the ability to win the big games when the pressure is on.
Plus, I think this hostility towards the CL in this thread is part of the absurd reaction in England to Liverpool's recent success in the competition. Other fans (see: Manchester U., Chelsea) feel better about themselves by saying that the CL is just a cup competition. Sure, it is a cup comeptition, but a hell of a cup competition it is. Liverpool showed their class that Wednesday night at Anfield against Chelsea and throughout the tournament.

It is more of a reaction to Milan supporters.
