I'm flying up to DC for the July 23rd match against the Rovers. Where is there a good place to meet and drink with DC United supporters before the match?

Seeing how it's a Wednesday night game, your best bet would be to tailgate with the supporter groups in Lot 8 before the game. All three supporter groups party in different locations. You can find ours by going to www.barra-brava.com and clicking on tailgate. We hosted some Tottenham fans at the last friendly and would be more than happy to have you stop by as our guest.
PM me before you come up and I'll give you some more details.

LaNorte doesnt have a specific tailgate, it tends to float. "BackYard Ball" (thats where sachin kicks it with his toe.) is played and generally things are prepared for the match. http://www.lanorte.com

Some good pregame bars:
Gordon Biersch
900 F Street NW
German style brewpub. Decent beer and food. Since hockey and basketball are over with (for DC anyways) it shouldn't be too crowded. I like going here before a game as it's close to several metro stops and it's easy to get cabs too and there's plent of other bars in the area
District Chophouse
509 7th Street NW
Another brewpub and just one block away from the above. Ales are the style here (the Bourbon Stout is excellent and a kick in the head). A bit pricy for dinner, but if you're going to splash out while in town you could do a lot worse than here.
Austin Grill (Lansburgh)
750 E Street NW
Tex Mex joint with decent margaritas and food. Not too pricy and located just one block from the above two (are you picking up on a theme here)?
Capitol Lounge
231 Pennsylvania Avenue SE
Worth coming to check out the large selection of football scarves. Nice neighborhood joint that is soccer friendly. The beer selection seems to have suffered a bit, but you can get the standards (Guinness, Sam Adams, Newcastle Brown, and domestic watered down piss). Not near the above three, but closer to the stadium (20-30 minute walk). There are some more bars on the strip that this is on.
Cafe Berlin
322 Massachuessetts Avenue NE
This might seem a bit odd, but you can get delicious big ass litres of German beer (Paulaner Hefe Weizen, Kostritzer Schwarzbier, and Bitburger). Has an outdoor beergarden and is also about a 30 minute walk from the stadium. There's a tex/mex joint next door called La Loma which I'm not overly familar with. This is just up from Union Station.
Fado
808 7th Street NW
Chain Irish pub, but not that bad. The often do postgame parties here when the opposition is EPL related, so I wouldn't be surprised if that was the case for the BRFC game. Curry chips are tasty.
RFD
810 7th Street NW
Two doors up from the above. 300+ bottled beer and about 30 taps including one cask. The service sux. Royally. I still live in hope that they'll get it sorted out.
These are just a few I can think of off the top of my head for pregame. Post game will give you more choices since you won't have the time constraint of making kick off and trying to find a cab or metro station. If you're interested in more I can post 'em here or drop me an e-line.

for those of us who cannot be part of the SPLENDID match, will it be played on FSW?

Almost certainly not. Stranger things have happened, but it is highly unlikely.

Two casks available now. Also, I was there a couple of times last week (drinking Fraoch Heather Ale on cask!) and the service (at the bar, anyway), was pretty good.
