I'm sure everyone here has heard of Party Poker. A while ago, I was

i stop playing online poker beacuse of the whole laws, if i play and win can i withdraw or not.

I'd take them up on their offer if I wasn't a US resident. PartyPoker/PartyGaming stopped taking US action after the SAFE Port Act was signed. It doesn't specifically forbid online wagering, but does make the funding of the transaction more difficult.

Does GamingRewards have plans to offer bonuses with online books that take US accounts?

The PartyGaming company owns the PartyBetting site. I doubt that the bonus applies there.

I already have a Party account which I use to play backgammon, but not poker. Do I qualify for this promotion?
