GTA's hardly for kiddies. The last installment was one of the coolest games ever. The ign folks watched it before it was taken down, and they said the main character was a russian in liberty city. Even money says their's a character like Teddy KGB from Rounders in it.
I can't wait to knife me some next-gen prostitutes!

wasn't Vice City number 4? and San Andreas 5? how is this 4? or are the numerals for Liberty City?

Yes, it takes place in a much more NYC like Liberty City. The Metalife building is the Getalife building etc. I saw the trailer, and it's pretty good, looks like the city is massive. You do play a russian guy who looks like he had some crime in the motherland and is trying to start new, but the crime followed him...or at least that's what I'm assuming. Looks good.

10.16.07 according to the GTA IV site, meaning HOLY **** OMG WTF IT'S COMING THIS YEAR!!!!!
EDIT: Oh ya, and it's confirmed for 360 and PS3, no Wii version (HA)
