Law 14, Penanlty kicks. Would someone explain why law 14 posted at FIFA website is different than Law book distributed by USSoccer?

A team-mate of the player taking the kick
infringes the Laws of the Game:
• the referee allows the kick to proceed
• if the ball enters the goal, the kick is retaken
• if the ball does not enter the goal, the referee
stops play and restarts the match with an
indirect free kick, from the place where the
infringement occurred, to the defending team
• if the ball rebounds from the goalkeeper, the
crossbar or the goalpost and is touched by this
player, the referee stops play and restarts the
match with an indirect free kick to the
defending team

Perhaps I'm missing it, but it looks like the USSF one simply has more "words" to further explain the law??? I don't see any interpretation differences.

There aren't any. The USSF addition simply clarifies what constitutes a second touch by the kicker, and is fully consistent with the LOTG.

Macbeth - This is teammate of kicker infringing on the laws, so double touch would not apply.
USSF has told us any infringement by attacking teammate and ball does not go into goal is a IFK for defense from the point of infraction.

My mistake, read it too fast. But, like RefFlunkie, I don't see any problem with the additional bullet point. It's just a clarification/amplification of the preceeding point.

I think that there is a difference between the two.
According to FIFA (3rd bullet) if the kick doesn't enter the goal an IDFK is called.
According to USSF (4th bullet) if the kick doesn't enter the goal and anyone other than the player that infringed scores on the rebound then the goal stands. I might be wrong, but I read USSF 3rd bullet to be in a case of no rebound after a unsuccessful PK (otherwise there is no need for the 4th bullet).

2 different editions of LOTG. One is May 2006 the other is July 2006

but, if you are calling your print "the laws of the game", it should be exactly as authorized by ifab/fifa, and not include or exclude any language (unless it is clearly listed as an annotation).

Looks like the USSF department of redeundancy department is back in action. I think sometimes the USSF tries to clarify as many case scenarios as they can so some idiot who doesn't know the game can't make their own liberal interpertation about what "the ball does not enter the goal" actually means.
I don't think it's harmful, just not necessary when the first point covers the second point also.

Bullet point 4 was removed as redundant.
Two cases of poor editing - IFAB could have taken bullet 4 out in 2005 but missed it. USSF evidently missed that it was removed for the 2006 edition.
