He wants to give as many promising players a chance to present themselves as possible. Read that in an interview with Eilts, just can't find it right now. Must have been on the DFB-homepage.

Who cares, he's just trying out players anyway. The important thing is how they present themselves in order to find out if one of them may be an actual alternative for the seeded players (Neuer, Tasci, Castro, Polanski, Boateng, Dejagah, Hunt).
