If I were Platini.
I would call on all FA's within Uefa to have a conduct Panel, this panel can make rulings after games on cheating etc...
C.ronaldo dives for a penalty and fools the ref = fair enough have a 5 game ban, if players could be cautioned after the game with big penalties they would think twice. Also If they are caught doing it more then once in a season double then ban, that would stamp out all the cheating.

Stop sending players off for anything less then Real Violent Conduct, why do we have to send players off for Yellow cards? most of the time reducing one of the teams ruins the game, a game that is becoming more and more expensive to watch.
imho if a player recieves a yellow card, the other team should be awarded a free kick anywhere they please outside of the 18 yard box, if a player recieves 3 Yellow cards in a game he is obviously taking the piss, so award a PK against his team.
Also players bitching at the ref (Rooney) or trying to influence them should have a freekick awarded against their side anywhere outside the 18 yard box, they will soon shut the f v c k up.
finally the pro fould rule is crap, if a player is going to have a Clear shot on goal (with a fair chance of converting)but is fouled, it should be a PK, the current rule is retarded, send the guy off, award a freekick and let his entire team getbehind the ball <= pathetic.
Over the last 100 years the only 2 major rule changes we have had are offside and passback rule, the problem is the players today are nothing like they were 100 years ago, they are far superior athletes, and have picked the rules to pieces with their cheating.
Platini wont do any of this, even though hes a real football man he is surround by bankers and accountants who treat uefa like a mens club.

...I'd quit!!
No really, I'd give up the whole "fifth ref on the lines" idea and try to look into video replays for certain calls.

You can't change the world's most popular game by so much...unlimited yellows??! Some serious injuries could come out of that...

in terms of the diving I'd allow for review after the game, much like we see with the highlights and replays during the telecast, and if it's seen as a clear dive there should be warning/suspension with ever more serious consequences for the offender. Also, known divers would be kept on a list and that list would be forwarded to the refs before each game with the players from the 2 teams on it so the ref would know to only call a foul or pen when that list player was easily seen to have been fouled. If a player has a rep as a diver (Ronaldo, Drogba last year) etc. they shouldn't get the benefit of the doubt.
I really think this would go a long way towards stopping alot of the diving, and there is alot of diving. I understand not every situation is cut and dry. The ref can't see it all but if you have the ability to review it on tape afterwards and fine/suspend the player alot of it would stop.

The only thing I can see really is having the match referee review the match footage after the game and hand out cards afterwards.

that come sunder violent conduct, which can still be dealt with a straight sending off.
